For the Verification of Actual Costs and the Verification of Estimated Costs, does the seal need to be visible in the scanned pdf?

The Verification of Actual Costs (VAC) and Verification of Estimated Costs (VEC) documents changed in 2024. A seal is no longer required on either document, so if there is a seal, it does not have to be visible.
