For the waiver history section, should the answer be yes if a library or system applied for a waiver on the Plan for State Aid but it turned out not to be necessary?

Libraries should only answer “YES” if they did not meet standards in the past and applied for a general waiver. If they applied for the general waiver and didn’t need to because they were meeting all standards, they should answer “NO.”
