Can we simply state "this number is correct" or another generic response for the external public annotations?

External public annotation should not simply state "This number is correct".  They should provide explanatory information about the data that was entered into the data input cell. The annotation should explain the reason a figure may have significantly increased or decreased from the previous year, the reason the figure may have stayed exactly the same from the previous year when it would normally fluctuate from the year to year, or context about the data that helps clarify the data.

Think about what has happened in the library between the previous reporting period and current reporting period that may have affected your services.  Did the library increase/decrease promotions of programs or services? Did the library increase/decrease staff that may have affected programs or services? Where there any major changes to the library's open hours that may have impacted library programs or services? Providing detailed annotations to explain the data can assist in the strategic planning process and understanding nuances in trend comparisons that are made in the future.
