For Keystone grants, can the library administer project work?

Yes, provided the library and the municipality (grantee) come to that agreement. As grantee, the municipality is obligated to ensure the project work and administration meet the terms of the grant agreement. Even if the library is overseeing project work (bidding, awarding, hiring contractors, etc.), that project work must still meet all criteria the same project would require if it were being managed by the municipality.
