For fiscal year libraries, what timeline would they use for the 12% calculation for using the previous year?

Starting in reporting year 2025, the WAFL will provide the collection expenditure amount that is expected for libraries. The 12% collection expenditure requirement for the Incentive for Excellence category of aid will be based on the previous year's total operating expenditure instead of the current year's total operating expenditure. These numbers are taken from the most recently completed annual report.

For calendar year libraries this will be halfway through the year and will provide what is expected at the end of their current reporting year. Example: Data reported from 2024 will calculate the collection expenditure that is required to be met by the end of the 2025 reporting year. 

Fiscal year libraries will have a full year to budget for collection expenditures. Example: Data collected from 2023-2024 is used to calculate the collection expenditure for the 2025-2026 reporting period. The extended amount is due to the timing of reporting for fiscal year libraries as they are in the middle of a reporting period when annual reports are collected.
